Activities Performed by Conservation Chairman:
1) Kellie Christensen participated in a signing ceremony of RFF Declaration of Cooperation statement of Oregon Solutions WISE Project ( Water for Irrigation, Streams & Economy ) for Bear Creek and Little Butte Creek Watersheds in late September. RFF Board had reviewed and authorized the President to sign the commitment.
2) RFF signed on as partner to Scoping Comments for Jordan Cove/Pacific Connector LNG Pipeline EIS to FERC in late October. RFF also testified at public hearings in Klamath Falls and Medford, and is concerned about impact of exporting domestic natural gas. Board approved signing on recommendation of Conservation Committee. FERC will next prepare a Draft EIS for public review and comment.
3) Participated in meetings, phone conferences and video production opposing suction dredging in fish bearing streams. Focus is legislated reform of suction dredger regulation on public and private lands, and analysis of suction dredger impact on completed restoration projects.
4) Participated in agency and public meetings about Development Permits where ESA Listed Fish are Present. Consultations on Riparian Setbacks, currently 75-feet in Jackson County on private lands, but 150 to 210-feet on federal lands will continue for about another year.
5) Attended two Shady Cove City Council Meetings or Study Sessions, testified on need for a Riparian Ordinance at Community Planning Workshop, and attended three Shady Cove Water Taskforce Planning or Outreach meetings. Shady Cove City Council reversed their denial of residential zoning and Comprehensive Plan Amendment to Flywater LLC on LUBA Remand. The approved R-2 zoning limits site to 40 dwelling units on about 20 acres and other conditions. The action may become final after findings are released, and appeals are heard.

Activities Performed by Conservation Chairman:
1) Participated in final meeting of Oregon Solutions WISE Project (Water for Irrigation, Streams & Economy) for Bear Creek and Little Butte Creek Watersheds.
In-Stream Workgroup finalized recommendation of formula that ranks 3 stable tiers of tributary streams where increased flows would benefit six fish species and public users. Recommendations would increase flow in Applegate River by eliminating irrigation diversion to McDonald Ditch; improve fish passage at RRID dam plunge pool on Antelope Creek and improve bypass flow management. Recommendations would increase flow in Jenny Creek by eliminating diversions from Grizzly and Soda Creeks; and improve flow in Bear Creek by eliminating diversions on Wagner, Coleman, Griffin, Jackson and Larson Creeks. Comingling irrigation flow in Neil Creek would cease and return Neil Creek to its natural hydrograph. (1 meeting).
Agriculture-Irrigation Workgroup finalized recommendations that Cost Benefit Analysis should evaluate 3 scenarios: 60 psi pressure, 90 psi pressure, and maximum hydro revenue; and evaluate Alternative C-2, Lost Creek Water pumping station, storage at Agate Lake, and study but not recommend use of reclaimed effluent on crops �not for human consumption�. (1 meeting).
WISE Project Meeting received reports from In-Stream and Ag-Irrigation Workgroups. EIS Funding Workgroup recommended an EIS Funding Plan through 2016 that was supported by the group. Governance Workgroup recommended �Governance Structure Formalization� to transition WISE through the EIS, Record of Decision, and Implementation phases, and Municipal Stormwater Workgroup concluded WISE is really important to Jackson County and some municipalities. The 21 task plan through end of 2016 for funding EIS, working toward a Record of Decision (ROD), and Organizational Problems to be addressed over next 4 years was reviewed and approved. Removal of the TID Diversion Dam on Ashland Creek was approved as a pilot project to be completed in 2 years to confirm shared benefits of increased in-stream flows, pressure piped irrigation for ag, and municipal storm water. RFF Declaration of Cooperation statement for this 15- 20-year project is needed by Sept.15, 2012 to meet a signing ceremony deadline in late September.
2) Participated in 2 phone meetings on ways to get Agencies involved in LNG pipeline review at county, state and federal levels. Testified for RFF at FERC Public Hearings in Klamath Falls on Clean Water Act, Water Quality, and stream bank and bed impact; and in Medford on possible impact due to drilling under Rogue River above Shady Cove, and erosion in steep terrain with unstable soils and geology in Jackson County uplands. Scoping comment deadline has been extended to Oct. 29, 2012
3) Met with Ken Phippen, SW Oregon Branch Chief, NOAA; and Peter Frost, Attorney, Western Environmental Law Center to understand level of NOAA�s concern about suction dredging impact on NOAA�s Coho Recovery Plan in the SONCC area, and ways this concern could be legally expressed. Impact of suction dredgers on completed restoration projects needs study and analysis.
4) Participated in review of Jackson County proposed Flood Plain Ordinance change in Planning Dept. processing so development permit approval would become a clerical function without notice to neighbors or the public. RFF involvement is needed.
5) Attended three Shady Cove City Council Meetings or Study Sessions, testified on need for a Riparian Ordinance and attended one Shady Cove Water Taskforce Plan-Shady Cove City Council meeting. Also, Shady Cove has asked Land Use Board of Appeals to return their denial of Comprehensive Plan Amendment, and denial of residential zoning for reconsideration. Several discussions have been held with the developer but no City Council action has been resulted. RFF has Co-Intervener Status on this which could permit building up to 240 dwelling units on about 20 acres on the Rogue.

1) Continued to participate in Oregon Solutions WISE Project (Water for Irrigation, Streams & Economy) in Bear Creek and Little Butte Creek Watersheds. In-Stream Committee reviewed draft formula which at range of values provided 3 stable tiers of ranked streams; need to refine water quality, fish habitat and Parks & Recreation met-rics where increased flows would show benefit to six fish species, and to public users. Also need to agree on consistent names for tributary streams, and resolve issue of com-ingled natural flow and irrigation flow waters (1 meeting). Agriculture-Irrigation Com-mittee hosted Gov Kitzhaber on tour of Oak Street Dam, and after review BOR�s Val-ues Planning document agreed all 11 items need to be evaluated. Results from July 30-31 meetings will be reported in September, 2012.
(1 meeting). Project-wide partners will continue review of 21 tasks in draft plan through end of 2016 for funding EIS, tasks leading to Record of Decision (ROD), and Organiza-tional Problems to be resolved over next 4 years. The one demo irrigation district pip-ing project to be completed in 2 years to confirm shared benefits to in-stream flow, pressure piped irrigation for ag, and municipal storm water capability will take one more meeting. Review of draft RFF Declaration of Cooperation statements likely will be reviewed at August, 2012 Board meeting for this 15 to 20-year project.
2) Participated in discussion of regulations suction dredge operators now must meet, and evidence of compliance. Impact of suction dredgers on completed restoration pro-jects needs study and analysis.
3) Attended Bear Creek Watershed Council meeting on Whetstone Creek restoration to benefit coho. Arranged joint meeting of Upper Rogue Watershed Association Coordi-nator with Seven Basins Watershed Coordinator to clarify shared boundary. Attended Upper Rogue Watershed Association meeting to discuss next steps on Elk Creek resto-ration.
4) Attended four Shady Cove City Council Meetings or Study Sessions, and one Shady Cove Water Taskforce Plan Meeting. Shady Cove has asked Land Use Board of Ap-peals to remand their denial of Comprehensive Plan Amendment, and denial of residen-tial zoning that would permit building up to 240 dwelling units on about 20 acres on the Rogue.
Attended a Shady Cove Community Planning Workshop at invitation of City Adminis-trator. Issue is Planning Commission did not recommend a Riparian Ordinance by June 30, 2012 as requested. The next CPW meeting will be held in September..

2) Participated on tour of completed Elk Creek watershed projects: notching of Elk Creek Dam; constructed meanders and wood structure in Elk Creek; and large wood placement to retain spawning gravel in Elk Creek, Hawk Creek, and Elkhorn Creek. Also participated in Pacific Connector Open House about liquefied natural gas pipeline crossing the Rogue River above Shady Cove, protection for fish habitat and sediment control at stream crossings, pipeline construction details and timeline, opportunity to intervene and comment. RFF has opposed the pipeline since 2006.
3) Attended Bear Creek Watershed Council meeting and Upper Rogue Watershed Association meeting on Army Corps of Engineers Restoration Plans upstream of former Elk Creek Dam site.

1) Participated with 31 agencies on Gov. Kitzhaber�s Oregon Solutions WISE Project (Water for Irrigation, Streams & Economy) in Bear Creek and Little Butte Creek Watersheds. Member of In-Stream Committee tasked to prioritize streams where increased flows would benefit fish species, and defensible method to quantify benefits (3 meetings). Member of Agriculture-Irrigation Committee to find alternative ways to replace 250 miles of irrigation canals with piped pressure systems, cost for phased construction, evaluate alternatives and recommend a cost effective approach (3 meetings). Also participated in 3 Project-wide meetings, reporting progress and next tasks. RFF to develop and adopt Declaration of Cooperation agreement by July, 2012 for this 15 to 20-year project.
2) Met with Rogue Advocates to review proposed changes to Jackson County Flood Plain Ordinance, and concerns about unpermitted gravel mining firm operating on Bear Creek. Follow-up plans were developed.
3) Attended Jefferson Fish Society presentation on Juvenile Coho in Shasta River, California; Bear Creek Watershed Council meeting on Fish Use and Restoration along Lone Pine Creek, and Upper Rogue watershed Association meeting on Restoration Plans upstream of former Elk Creek Dam site.
4) Attended four Shady Cove City Council Meetings or Study Sessions, one Shady Cove Water Taskforce meeting, and one Shady Cove Planning Commission Public Hearing where I testified on draft Riparian Ordinance.

Five members pitched in to help plant 400 container grown alder, black cottonwood, big leaf maple, Ponderosa pine and black oak trees and many varieties of shrubs along the reconstructed channel of Palmer Creek in the Upper Applegate. Steep stony channel banks lack shade and soil stability in this important steelhead stream. The created meanders will reduce water velocity, and large wood will add structure and retain spawning gravel.

Activities Performed by Conservation Chairman:
1) ) Testified at Town Hall meetings held in Malin, OR by Senator Jeff Merkley about resolving water issues in the Klamath Basin, and in Medford by Senator Ron Wyden about riparian and water quality impacts on Rogue River and about 70 tributary streams where a very large pipeline is proposed to export domestic natural gas to Asia. Sen. Wyden is asking for studies on whether export of natural gas is in the national interest.
2) Participated in Oregon Solutions-WISE In-Stream Workgroup meeting on potential fish benefits from many options to pipe irrigation canals and laterals in the Bear Creek area; which streams should have priority for potential fish benefits; and how to protect In-stream flows. Methodology to quantify Storm Water, Ag/Irrigation, and In-stream benefits will need development in several more Workgroup meetings. Participated in a full Oregon Solutions-WISE Project Team meeting to share up-dates from other Workgroups, create a multi-year phased plan, and summarize Action Items for the May meeting. By July, 2012 RFF needs to adopt a Declaration of Cooperation relating to the OS-WISE Project.
3) Testified to support a revised draft Riparian Ordinance at a Shady Cove Planning Commission Public Hearing which has been continued to May, and attended one Riparian Ordinance Workshop; attended four meetings of the Shady Cove Water Task Force; and attended three Shady Cove City Council meetings or Study Session.
4) Participated in a Klamath-Lake Forest Health Partnership Tour of a possible fish passage/ habitat project on Casebeer Creek for trout on the Gerber Ranch; attended a Bear Creek Watershed Council meeting; and a Seven Basins Watershed Council presentation summarizing planning, removal and restoration of Gold Ray Dam.

Two RFF members volunteered to help plant container grown Port Orford cedars at a former gold mining site on Sucker Creek near Oregon Caves National Monument. The steep stony banks of a newly restored channel lack shade and soil stability in this critical Coho habitat. Over time the created meanders will reduce stream velocity, provide shade and protective structure, and allow juvenile Coho to access side channels during high flow events.

1) Testified to ask Josephine County Commissioner action and support for federal Riparian Protection on federal lands adjacent to about 40 tributary streams within the federal wild and scenic section of the Rogue River.
2) Attended two Conservation LNG Funding Committee meetings and, in a short documentary video, offered a fisherman�s perspective on ways the proposed 235 mile LNG Pipeline from Malin to Coos Bay would adversely impact salmon habitat, and water quality in southern Oregon streams and rivers while exporting domestic natural gas to Asia.
3) Attended an ODEQ meeting on implementation steps municipalities and other DMAs should take within 2 years to meet TMDL commitments in the Bear Creek watershed.
4) Attended meetings of the Bear Creek Watershed Council, the Upper Rogue Watershed Association, and the Annual Meeting of Klamath Basin Water Users Association.

Eight RFF members volunteers helped plant riparian vegetation where Kelly Slough joins the Rogue River near the former site of Gold Ray Dam. Sponsors were Seven Basins Watershed Council, Rogue Basin Coordinating Council, and RVCOG. Container-grown Ponderosa Pine trees, cottonwood and alder trees, various shrubs, and many willow stakes were planted. By spring these plants and others planted earlier will be well rooted to stabilize banks, and in time, will add shade to also help maintain cool water temperatures.

Activities Performed by Conservation Chairman:
1) Testified in support of NOAA� National Marine Fisheries Service draft Recovery Plan for Recovery Plan for Restoration of coho salmon. Upper Rogue River and Illinois River are classified as Core areas and have the highest spawner targets for recovery, 16,100 and 11,800 respectively in the Southern Oregon Northern California Coastal ESU. RFF activities to improve floodplain connectivity, place large wood in-stream, and replant riparian forests are keys to reducing stress on coho.
2) Participated in forming a Conservation Coalition to oppose construction of a Liquified Natural Gas Pipeline and terminal facility from Coos Bay to Malin, Oregon. Strategy includes developing grass roots and community opposition, and legal action to deny project authorization. Rogue River and tributary crossings would adversely impact fish.
3) Participated in workshop on Restoration Economy in Southwest Oregon and Rogue River. Focus was quantifying local value of benefits from investment in stream restoration projects. About 1020 jobs and $.80 of every dollar spent stays in Jackson County and another $.10 stays in Oregon.
4) Attended Upper Rogue Watershed Association Work Plan Retreat, Bear Creek Watershed Council, and Klamath-Lake Forest Health partnership meetings.

Activities Performed by Conservation Chairman:
1) Participated with 34 agencies on Gov. Kitzhaber�s Oregon Solution WISE Project team (Water for Irrigation, Streams & Economy) in Bear Creek and Little Butte Creek watersheds. Task is to source and secure funding ($2 million) for Environmental Impact Statement; and create plan and structure for collaborative improvement of natural flow and reliability of water system in Bear Creek and Little Butte Creek watersheds. RFF participates on Instream Committee. Implementation will cost about $200 million.
2) Participating on Savage Rapids Reach proposal to improve riparian conditions for half-mile upstream of former Savage Rapids Dam site on south bank of Rogue River. About ten agencies and organizations discussed issues and work plan to inventory current site condition, refine a riparian improvement plan and explore options to implement restoration, possibly to include public fishing access and park.
3) Attended Annual/regular meetings of Upper Rogue Watershed Association, Bear Creek Watershed Council, Stream Restoration of Middle Rogue, and Klamath-Lake Forest Health partnership.
4) Attended Jefferson Fish Society presentation by Peter Tronquet comparing UMPQUA River Restoration Projects with natural Kamchatka River Conditions. Restoration metrics for spring Chinook in Rogue River above Shady Cove were included.

Activities Performed by Conservation Chairman:
1) Participated in multi-agency implementation review of Bear Creek TMDL Program that included fisheries update of Bear Creek and its tributaries; water quality monitoring changes; year 2 Annual Report format and process; and Education and Outreach activities.
2) Gathered tools and supplies and planned-conducted pre-project baseline photo-monitoring at the 55-acre Hyde Bar sand and gravel site in conjunction with Scott Langfield ( Copeland Site Superintendent), and Isaac Sanders (Reclamation Specialist for Oregon Dept. of Geology and Mineral Industries).
3) Submitted formal RFF comments supporting Alternative 2 - Full Facility Removal of Four Dams (Proposed Action), which includes these Klamath River facilities: Iron Gate Dam, Copco 1 Dam, Copco 2 Dam, and John C. Boyle Dam. All removal to be accomplished by Dec. 31, 2020. This action would include implementation of the Klamath Basin Restoration Agreement and transfer of Keno Dam to Department of Interior as connected action.

This organized Conservation activity assisted Seven Basins Watershed Council and other organizations by planting container grown Ponderosa Pine trees, cottonwood and other deciduous trees, and a wide variety of shrubs plus several hundred freshly cut local willow stakes. Activities Performed by Conservation Chairman:
1)Toured completed Applegate River Projects on Rogue River National Forest lands recommended by their citizen Resource Advisory Committee. Group visited sites with improved wade fisherman access, a constructed channel on Palmer Creek to maintain late season flow, campground improvement on the Upper Applegate River, toilet facilities at Applegate Dam, and other locations.
2)Attended U.S. Fish and Wildlife Service Workshop on draft Revised Recovery Plan for Lost River and Shortnose Sucker in the upper Klamath Basin. Data was gathered specific concerns and comments but the obvious close coordination by Federal, Oregon, and California agencies was very encouraging, especially in relation to integration with removal of Klamath River dams.
3)Participated in multiagency planning meeting to consider ways to improve fish passage on Jackson Creek, prioritization of barriers, and focus on USFS barrier where water is diverted for irrigation of the J. Herbert Stone Forest Nursery.
4)Attended two Shady Cove City Council meetings or study sessions, and one Shady Cove Planning Commission Workshop on Riparian Ordinance development.

Attended four Shady Cove City Council Meetings or Study Sessions; one Shady Cove Planning Commission event. Attended four days of private and agency project proposals to and reviews by Resource Advisory Committees for Rogue River Umpqua National Forests, and Fremont Winema National Forests. Fish-related Rogue-Umpqua proposals were North Umpqua Fish Watch and Illegal poaching patrols, Steamboat Falls fishway repair, salmon and steelhead habitat restoration on Tiller RD, and Diamond Lake facilities, trails and bridge repair. On Fremont-Winema fish proposals on the Chewaucan, Williamson, and Sprague Rivers and Silver Lake would provide fish passage at four locations, five miles of stream bank erosion control, riparian planting, large wood placement in tributary streams, repair headcuts and improve fish habitat.

Five RFF volunteers helped plant a thousand conifer and hardwood seedlings along a US Forest Service constructed side channel on Sucker Creek near Oregon Caves National Monument on Saturday, Feb. 20, 2010. Ian Reid, USFS Fish Biologist said the side channel provided important off-channel spawning and rearing habitat for coho and other fish species last November and December. Willows and incense cedars will help stabilize the stream banks and improve canopy within a few years; maples and shrubs will add shade and erosion control more slowly. The very rocky site challenged the workers and helped build an appetite for the hot chili, cornbread and coffee lunch

RFF volunteers supported the Middle Rogue Watershed Council planting of conifer seedlings and shrubs along Louse Creek near Merlin. This work completed a multi-year restoration project in which deeply incised stream banks were pulled back and in-stream log and woven willow structures were put in place to create channel meanders for improving habitat for coho and steelhead.

Three RFF Board Members received a briefing on stream restoration and toured Middle Rogue Watershed Council's restoration sites with Dan Delany, Council Coordinator. Sites included the Louse Creek planting (see above), a second site several miles downstream, and a site on Quartz Creek where a concrete dam was breached to provide fish passage. It was concluded that the informative tour showed very promising restoration progress and it was learned that snorkeling surveys will monitor usage by juvenile fish.

A small group of club members met with Dr. Pete Shroeder at the Holy Wateron Thursday, October 22, 2009. The group sampled three different types of bug habitat at three different locations for a total of nine samples. In addition several samples of algae were taken. The "bugs" sorted out from the samples will be identified by SOU students and Dr. Shroeder will write up a report. The results will be reviewed by ODFW, the work group and givento the Board. Funding for this project was provided by Steve Haskell who sold used books on flyfishing to club members who in effect donated to the cause. Roadside litter cleanup � RFF Adopt-A-Hwy Project � was accomplished along Takelma Drive from Hwy 62 to the end of the pavement. Roadside Cleanup Chairman Lee Wedberg reports that the weather was cool, sunny and dry and that volunteers met at the Bridge Hole at 9:30 a.m. & that the last team had finished by 10:45 a.m. Due to a schedule mix up, two volunteers (Gene & Marilyn Wright) were there for cleanup work on March 31. They filled three bags with litter, concentrating on the boat ramps.

Transporting salmon carcasses from hatchery to storage barn in preparation for carcass placements in Elk Creek on Saturday, January 4th. Frozen carcasses were loaded into Lou Mayersky's pickup truck then taken to barn where they were unloaded.
